NATIONAL OPEN TENDER NOTICE Nº 025/S/09-10-N/ OCIR CAFE
TITLE OF THE TENDER: TENDER FOR HIRING OF AN INDEPENDENT AUDIT FIRM FOR
THE CUP OF EXCELLENCE COMPETITION
CLIENT: RWANDA COFFEE DEVELOPMENT AUTHORITY (OCIR CAFE)
FUNDING: OCIR CAFE BUDGET
1. RWANDA COFFEE DEVELOPMENT AUTHORITY (OCIR CAFE) solicits proposals to provide the following consulting services: Hiring of an independent audit firm for the cup of excellence competition More details on services are provided in the Terms of Reference. The tender is in one indivisible lot.
2. This Request for Proposal (RFP) is open to all interested audit firms fulfilling the necessary conditions. The selection of the consultants will be based on a quality cost best selection (QCBS) and procedures described in this RFP, in accordance with the Law on Public Procurement.
3. Tender Documents may be obtained from OCIR CAFE Secretariat upon presentation of proof payment of a non-refundable fee of ten thousand Rwandan francs (10.000Frw) or an equivalent in a freely convertible currency, on the account N°120.00.46 of Rwanda Revenue Authority opened in National Rwandan Bank. The proof payment should be written on the following words: TO BUY THE TENDER DOCUMENT/OCIR CAFE/TENDER, N° 025/S/09-10-N/OCIR CAFÉ.
4. The Document of Request for Proposal is available in working hours, from 25th March 2010.
5. Well printed bids, properly bound and presented in four copies one of which should be the original and three copies must reach the Central Secretariat of OCIR CAFE at the address mentioned above not later than 23rd April, 2010 at 09h00’, local time. Late bids will be rejected. The copies will be put into an envelope called “inner envelope” bearing the name and the address of the company. The latter will be also put in another envelope called «outer envelope” bearing in addition to the reference number of the tender notice and marked as follows: Hiring of an independent audit firm for the cup of excellence competition: N° 025/S/09-10-N/OCIR CAFÉ.
6. All bids shall be accompanied by a Bid Security of Ninety thousand Rwandan francs (90 000Rwf) issued by
an insurance company or a bank.
7. The bids opening will be in a public session which will take place in the meeting room of OCIR CAFÉ
located at Gikondo on the same day at 10.00 a m, local time.
8. Bidding will be conducted in accordance with the Law N° 12/2007 of 27/03/2007 on Public Procurement.
