NATIONAL OPEN TENDER NOTICE Nº 023/F/09-10-N/OCIR CAFÉ

Title: TENDER FOR THE SUPPLY OF 31 000 000 PUNCHED PLASTIC BAGS, 5 000 000 PUNCHED
BAGS IN BIODEGRADABLE FOR COFFEE SEEDLINGS NURSERIES AND 10 TONS OF TUBINGS

  1. RWANDA COFFEE DEVELOPMENT AUTHORITY (OCIR CAFÉ) invites all interested parties to tender for the supply  of 31 000 000 punched plastic, 5 000 000 punched bags in biodegradable materials for coffee seedlings nurseries and 10 tons of tubing, the tender is divided in three following lots:              Lot 1: Supply of 31 000 000 punched plastic bags for coffee seedlings nurseries                              Lot 2: Supply of 10 Tons of Tubing                                                                                           Lot 3: Supply of 5 000 000 Punched bags in biodegradable materials for coffee seedlings nurseries
  2. Participation is open to all individual persons and companies specialised in the field.
  3. Tender Documents in French or English may be obtained from OCIR CAFE Secretariat upon presentation of proof payment of a non-refundable fee of ten thousand Rwandan francs (10.000Frw) or an equivalent in a freely convertible currency, on the account N°120.00.46 of Rwanda Revenue Authority opened in National Rwandan Bank. The proof payment should be written on the following words: TO BUY THE TENDER DOCUMENT/OCIR CAFE/TENDER N°023/F/09-10-N/OCIR CAFÉ.
  4. Tender Documents may be obtained on any working day from OCIR CAFE Secretariat since 1st Mars 2010.
  5. All bids shall be accompanied by a Bid Security of two million two hundred thousand Rwandan francs(2 200 000 Rwf) for the Lot1,  three hundred thousand Rwandan francs (300 000Rwf) for the Lot 2 and Seven hundred  fifty thousand Rwandan Francs (750 000Rwf) for the lot3.
  6. Enquiries regarding this tender may be addressed to Mr. the Director General of OCIR CAFE.
  7. Well printed bids, properly bound and presented in four copies one of which is the original and three copies must reach the Central Secretariat of OCIR CAFE at the address mentioned above not later than 31st March, 2010 at 09h00’, local time. Late bids will be rejected.
  8. Tender opening will be in a public session which will take place in the meeting room of OCIR CAFÉ located at Gikondo on the same day at 10.00 a m, local time.
  9. Bidding will be conducted in accordance with the Law N° 12/2007 of 27/03/2007 on Public Procurement.

FINANCEMENT : BUDGET DE L’OCIR CAFÉ

  1. L’OCIR CAFE, aux moyens de son budget, lance un appel d’offres pour le marché de fourniture 31 000 000 sachets  perfores en plastic, 5 000 000 sachets perforés en matière biodégradables pour les pépinières de café et 10 tonnes de tubing,  pour lequel cet  Avis d’Appel d’Offres est publié. Le marché est en 3 lots indivisibles:

Lot 1 : Fourniture de  31 000 000 de sachets perforés en plastic pour les pépinières de café
Lot 2 : Fourniture de 10 tonnes de tubing
Lot 3: Fourniture de 5 000 000 sachets perforés en matière biodégradables pour les pépinières de café

  1. La participation à la concurrence est ouverte à égalité de conditions à toutes les personnes physiques ou sociétés spécialisées dans le domaine.
  2. Les Dossiers d’Appel d’Offres rédigés en français ou en anglais peuvent être obtenus à l’OCIR CAFE sis à GIKONDO, B.P 104 Kigali; sur présentation d’un bordereau de paiement d’un montant non remboursable de Dix mille francs rwandais ou son équivalent en monnaie librement convertible versé sur le compte N°120.00.46 du Rwanda Revenue Authority ouvert à la Banque Nationale du Rwanda (BNR). Le bordereau doit porter mention: ACHAT DAO MARCHE/OCIR CAFE/TENDER N° 023/F/09-10-N/OCIR CAFÉ.
  3. Les Dossiers d’Appel d’Offres peuvent être obtenus pendant les jours ouvrables au secrétariat De l’OCIR CAFE  à partir du 1 Mars  2010.
  4. Les offres doivent  comprendre  une garantie de l’offre d’un  montant de Deux million deux cent mille francs rwandais (2.200.000frw) pour le Lot 1 et trois cent mille (300.000frw) pour le Lot 2 et sept cent cinquante mille              (750 000Frw) pour le Lot 3, délivrée par une banque ou une Société d’assurance agréée par l’Administration..
  5. Toute demande d’information relative au présent appel d’offres doit être adressée à Monsieur le Directeur Général de l’OCIR CAFE.
  6. Les offres bien dactylographiées, doivent être remises sous plis scellés et présentés en quatre copies dont un original et trois copies sous peine d’être rejetées, au Secrétariat Central de l’OCIR CAFE à l’adresse mentionnée ci-dessus au plus tard le 31 Mars 2010 à 9h00’, heure locale. Les offres remises en retard seront rejetées.
  7. L’ouverture des offres aura lieu séance publique à la date à 10h00’, heure locale, dans la salle de réunion de l’OCIR CAFE.
  8. L’appel d’offres sera régi par la Loi N0 12/2007 du 27/03/2007 sur les Marchés Publics.
